The permit test is a written multiple-choice exam you take at a DMV office to get your learner permit. The road test is a real driving exam with an examiner in the car, and it comes months later, after you have practised and completed a pre-licensing course. They are separate tests taken at different stages, and you cannot book the road test until the permit stage is finished.
People mix these up constantly, usually when searching for road test tips and landing on written test material. Here is exactly how the two differ and what order everything happens in.
Permit test vs road test at a glance
| Permit test | Road test | |
|---|---|---|
| What it is | Written multiple-choice exam | Practical driving exam |
| Where | At a DMV office | On public roads with an examiner |
| What it gets you | Learner permit | Driver license |
| Format | 20 questions | Observed drive |
| To pass | 14 correct, including at least 2 of the 4 road-sign questions | Examiner judgement on the manoeuvres tested |
| Comes first? | Yes — step one | No — after pre-licensing requirements |
| Retakes | No limit on attempts | Rescheduled if you do not pass |
The order everything happens in
New York State residents aged 16 and over can apply for a learner permit, which is the first step toward a driver license. The DMV lays the process out in three stages:
- Prepare for and take the permit test. Study the driver’s manual, bring your documents to a DMV office, and pass the written knowledge test. You leave with a learner permit.
- Complete the pre-licensing requirements. Practise driving with a licensed driver, and take a registered pre-licensing course. You cannot skip this.
- Schedule and take the road test. Once the pre-licensing requirements are done, you book a road test appointment and take the practical exam.
That middle stage is why the road test is not something you can rush toward. Source: Get Your Learner Permit and Driver License — NY DMV.
What the permit test actually asks
Twenty multiple-choice questions drawn from the New York State Driver’s Manual. You need 14 correct to pass, and at least 2 of the 4 road-sign questions must be right — miss three of those four and you fail even with 14 correct overall. There is no limit on retakes.
Questions cover road signs, traffic law, defensive driving and real road situations. Our free NY DMV practice test follows the same format, with a written explanation on every answer.
What happens while you hold a permit
A learner permit is not a licence to drive alone. The DMV is explicit about this:
- Permit holders of any age must always be accompanied by a licensed driver when practising.
- Permit holders must obey restrictions on where they can drive.
- Drivers under 18 are also subject to New York’s Graduated Driver License (GDL) law, which adds restrictions on when and where they can drive.
- All new licence holders, regardless of age, serve a 6-month probationary period during which the licence can be suspended or revoked for certain convictions.
Frequently asked questions
Can I take the road test without a permit?
No. The learner permit comes first, and you must complete the pre-licensing requirements — supervised practice and a registered pre-licensing course — before you can schedule a road test.
Is the permit test the same as the written test?
Yes. The permit test, written test and knowledge test all refer to the same 20-question multiple-choice exam you take to get a learner permit.
How many times can I retake the permit test?
There is no limit. See how many times you can take the NY permit test for the details on retaking.
Do I need a permit for a motorcycle or a CDL?
Yes, and they are separate tracks. A motorcycle (Class M) permit uses the Motorcycle Operator’s Manual and its own road test. A commercial driver license (Class A, B or C) requires an existing New York driver license first — see our CDL practice test.
Can I take the permit test in another language?
New York’s language access policy covers twelve languages and DMV interpretation is free. See NY permit test languages for the official list and how to arrange help.
